Q. How does the Developer Offset Mitigation Program work? Are the disconnections mandatory?

The purpose of the Developer Offset Mitigation Program is to reduce the risk of wet weather impacts to the sanitary sewer system as a result of the development. Any new development that will add flow to the sanitary sewer is required to remove other sources of flow from the system (120% of the amount they are adding). This is most commonly done by footing drain disconnections. This flow removal must be completed before the development can be occupied.

Please provide a more complete computaton of how the FDD credit are arrived at. Please indicate the cost of the Fee per each FDD.  Please provide an accounting of recent approved projects valued over $20 million since 2009.

Developer Offset Mitigation (DOM) is performed by, and at the expense of, the developer.  The developer covers all of the costs for the mitigation work.  Developers are required to offset any new flow to the sanitary sewer added by the development.  While FDD is an option, and is the most common method chosen by developers, other methods to remove flow can be proposed and reviewed.

Developer Offset Mitigation is performed by, and at the expense of, the developer.  The developer covers all of the costs for the mitigation work. There is no “FDD fee”, thus there is no accounting to provide.
