Q. A review of the 2001 SSO Report and input from a Citizen that was involved in the initial implementation of the FDD program, indicates that the initial program included an inspection of each new FDD home to examine drainage from roofs, possible floor drains in stairwells that were contributing to the load, window-well drainage, poor foundation drainage, poor sloping of the ground near the foundation, and poor gutter and drainpipe discharges.  This pre-install inspection was apparently all part of the FDD program. Each home was inspected to identify and rectify such faults as part of and prior to sump pump installation. Can the City provide evidence that these inspections have occurred on all subsequent 2700 FDD installations as well as evidence that the proper corrections to the drainage issues were rectified at each of the 2700 FDD home locations? A current member of the SSWEP CAC was also a member of the SSOE Task force in 2000 and 2001.  What insight can this member bring to this issue. Is it true that all initial test homes to receive the test FDDs received the inspection as note above?

When someone asks a prolific amount of questions, the city and consultants do not have the time and resources to promptly answer them all. Perhaps some of the other CAC members have questions of their own, but hesitate when they see how the city is bogged down by all of the questions from one source.

Too many questions also make it difficult for CAC members to focus on the truly important ones. It also takes time away from the consultants to research other topics for us. One CAC member, not me, has already stated that she will not read any more postings from one member. Too many questions, instead of helping, become a distraction. Legal questions, while important, are outside of the realm of our task, for example. This is the wrong venue for that. It would be wrong if we were to spend all of our time on that topic, for example.

I feel that there should be a limit on the number of questions. What will happen to the effectiveness of the CAC if all of us were to ask 100 questions? Even 50 or 25 each is too many. Some questions are very important while some are not. I only want to focus my time on the important questions.

Should this be discussed at the next meeting?

Jim--you bring up a good point.  

Maybe as a group we can prioritize the responses.  That way, important questions will get answered regardless of who asked them.  Unimportant questions will filter to the bottom and may remain unanswered if the group does not think they are relevant.  A system like this would encourage question askers to clearly and succinctly demonstrate how their question is relevant to our mission.  If other CAC members agree, then the question will go to the top of the list. 

I am going to comment on questions and say "Please make this question a high priority" or "this question does not appear to be relevant to our mission and should be a low priority."

Attached is the standard pre-inspection checklist (Exhibit Q 2.83 Pre-inspection Checklist.PDF) that was developed by the FDD CAC, which is based on the recommendations of people that have been through the FDD program.
