Developer Offset Mitigation Program (DOM)

Please provide a copy of the current DOM program and a summary list of all projects in Ann Arbor that were approved by the Planning Commision that included the required FDD Credits in 2013.  Provide the number of FDD Credits per each project.  Provide locations  or approx address for each project.  

As per the comment made by Cy H. at the Public Comment section of the 9JAN CAC meeting, the SSWWE CAC needs to clearly understand the intent and intracasies of the DOM program and how it relates to the FDD program.  

The questions to be asked, are:  1. Are we allowing the City to use homeowner's basements as mini-detention ponds or mini-pump stations, so the that Developers/City can continue to build student housing or retail projects or other major future USERS of the WWTP?  2. Why can't these DOM fees be used to enlarge pipes or use the $ for alteratives IN the Right of Way?

This question does not appear to be relevant to our mission. 

The DOM process is separate from FDDP.  Homes that are in the FDDP target areas are specifically excluded from DOM.  I do not understand that the council has asked us to make recommendations on how or if to change DOM.  The only thing that FDDP and DOM appear to have in common is that they both involve sump pumps...

I agree with Peter.

If Franks proposal were enacted, it would not buy much, as replacing each mile of sewer pipe would cost around 3 to 5 million PER MILE, and the city has about 500 miles. Over a billion to 2 Billion dollar expense for little old Ann Arbor? We cannot just do one street.

No way, no how. We are tasked with finding practical solutions, and this costs too much.
