Charlie, CAC members, Staff:

I propose that we dedicate part of our next meeting to a review of ground rules for CAC participation.  In particular, I would like to review how CAC members should disagree and express opposing viewpoints while still maintaining an atmosphere of mutual respect.  

Without an atmosphere of mutual respect, the CAC is unlikely to succeed.  Attendance at our meetings is dwindling, and I think that's a direct result of the negative tone of the meetings and emails.  Those of us who remain are not likely to reach a meaningful consensus without respect and cooperation.   

We talked about what success looks like in our first meeting.  We didn't talk about what failure looks like.  One kind of CAC failure that looks like a real possibility right now is that the CAC is unable to function effectively and unable to produce any recommendations to the city.  Without any recommendation for a different course, what is the city likely to do?  Keep on with the current FDD program. 

Let's work on improving the atmosphere around our CAC so that it can succeed.
