I am curious about the $100 monthly fee for residents who decline to participate in the FDD program. The monthly sewer service charge (not including the usage charge) on our water bills is approximately $10 -$11. That is a lot less than $100 per month. What is the relationship between the $100 per month footing drain fee and the cost of processing footing drain water? How was this figure calculated?

I am curious as well. That is interesting, that Grand Rapids chose $100.
But why did Ann Arbor? What is based on? From the response, all I can
gather is “Grand Rapids did that so Ann Arbor will too.” That cannot
possibly be the case so I am still wondering about “how was this figure
calculated?”

Also important to my understanding is “Was this $100 fee applied to all
homes in Ann Arbor? Or just in these targeted areas of homes complaining
of basement backups? Can a City apply these … let’s call them fees for
now… to just a PORTION of the City’s homes? Or is that a neighborhood
association fee?

I looked at the “Packet.” That document is dated 8/8/2013, which seems
like it would be after the FDD program was put on hold. Is the packet
substantially the same as the one you received as a target area homeowner?
