Developer Offset Mitigation (DOM) Program Information Outreach

You (CAC members) have raised many good questions about the DOM. Today, we interviewed Cresson regarding the DOM (videotaped) and in the process explored many of the questions that you have raised.  Now, Lori will scan all of posts concerning DOM and create a more complete list of questions and we will validate them with you and then review them with the City for response and/or a decision to park the question for future study/response.   We will then update the video and create a DOM FAQ as well.  We plan to have the video and FAQ ready for the March 20 CAC.

Does this added work fall within your base bid scope of work? Will you
receive a change order for this DOM video effort?

What is the contract status of OHM… ie approved change orders to date?

What is the contract status of PI ie approved change orders to date?

Is all of the above available via a FOIA request?

The work that OHM is performing on the DOM video falls within the City’s budget allocation for this project. There has been one change order to date in the OHM contract, which also falls within the approved contingency amount approved by Council. This change order included extension of the duration of several flow meters, and conducting the FDD survey. It is fairly common in a project this complex and with this long duration to include a project contingency for task items that we could not foresee at the project onset. We anticipate that the change order processed to date and potential additional change orders resulting from the DOM video and the FDD investigation work to be performed by OHM will fall within the contingency amount for this project, and therefore will result in the project being completed within the authorized budget.
 
 
That being said, the project DOES have a limited budget, and it will be important that the CAC focus on the central issues that are needed to arrive at a recommendation to Council. Some of the questions in the Q&A log are “parking lot” items that may not be central to the scope of the CAC to support arriving at recommendations.  We will begin discussing a process for addressing these items at the CAC meeting in Thursday. If we do not begin to focus on the central issues for this project, then we will indeed risk exceeding our allocated budget on this project.

Was the survey not included in the RFP to OHM, initially?  I thought that I read somewhere that it was.

Can we spend sometime to work as a group to DISCUSS and decide which items are CENTRAL to the scope and which ones may not be CENTRAL.  Who gets to make that decision?

The survey was not included in the original RFP. We will be discussing the process for putting things in the “parking lot” at the CAC meeting on Thursday.

Would it be possible to get the DOM FAQ info awhile before the March 20 meeting? Or part of it?
It would be nice to review it ahead of time and possibly identify followup.

Developer Offset Mitigation Status -  we have completed the first cut of the video.  We are now crossing checking the CAC questions about DOM to make sure we are answering them.  I hope to have something to you a week before the CAC meeting.

Video hopefully will be informative. What we need is the inventory or dots on a map identifying the DOM v/s mandatory FDDs.

When will we see this?

We are working on the map - it should be ready soon. There is a significant amount of data that needs to be processed in order to create it.
