Questions: "Number of FDDs" (with addresses) and "Cost so far"

Attached is the "Project Status Report" from the last FDD-CAC meeting.  It lists 1834 Completed FDDs and 848 Developer FDDs.  That total is 2682.  Higher then the number of surveys we sent out.  Assume this is because apt and condos count differently.  

Can the FDD CAC or the City please give us the complete list of FDDs (this has been asked for before-- I don't remember seeing the answer yet).

Can we please also get a cost so far.  The SSO report listed the project with a projected cost of $80-130 million.  Would be nice if this was broken down with what city paid for and what developers have paid for.....  and how much money the city has collected from them; an example was the file sent recently with UM's payment.

We need these costs, so we can compare with costs of new ideas, we may come up with.

The houses listed as 2A, 1B, 1A refer to the SSO report (I could not copy and paste description-- computer wanted to copy whole report).  But these refer to the risk factor of flooding, in and out of target areas.

I've posted this point in another thread, but I think that showing this data summarized per sewer district is adequate for the purposes of this CAC.  

A document that matches FDD status to address would be too easily misused.

"per sewer district".....what does that mean?   We need a map per target area and a map showing all remaining areas.

The attached pdf contains two maps:
-one showing parcels with voluntary FDDs performed through Developer Offset Mitigation. 
-the other showing parcels with FDDs performed as part of the City's mandatory FDD program.
The areas outlined in purple are the 3 sewer districts. Under the DOM program, 80% of the mitigation must be performed in the same sewer district where the development is located. The remaining 20% can be performed anywhere. 
The 5 study area names (Orchard Hills, Glen Leven, etc.) are simply neighborhood names that were chosen to identify the study areas. 
 
Here's the number of FDDs done in and outside the various study areas:
 
Bromley: 229
 
Dartmoor: 297*
 
Glen Leven: 537
 
Morehead: 352
 
Orchard Hills: 346
 
Other Areas: 1356*
 
*include multi-family FDD equivalents
 
The "multi-family equivalents" is simply a way of looking at disconnects on places like apartment buildings so that we compare it to single family homes (i.e. an apartment building's flow is going to be equal to multiple single family homes).

Looking at these 2 maps, DOM in black and mandatory FDDs in brown, I have a question: Why are there DOMs in the target areas? I remember Mr Hupy stating that DOMs were only being done in non-target areas. There are quite a few black dots in both the Glen Leven and the Morehead areas.

Perhaps I am misreading the maps. Could someone from the City please explain this? Thanks.

Can we get a cost?  I don't see that addressed in this thread.  Costs are going to be very important in our recommendation so I think this information is critical.  Copying/pasting Frank's words from 20 February.  Has this information been requested?  If so, what is the time frame for a response?

The part that is relevant to your question is on page 4. 

"Additional consideration will be given to properties that are classified as Priority 1 for
the City of Ann Arbor FDD Program. These properties are considered at risk for
basement backups and are scheduled to be included in the FDD program by 2006. To
avoid confusion and/or conflict between the FDD program and developer offset mitigation
activities, a Priority 1 or 2 home cannot be completed for offset-mitigation
credit if the home is scheduled to be part of the FDD program in the next 6 months."

As of 2/8/14, the City costs for the City’s FDD program are $20,020,569.40.  Developer Offset Mitigation (DOM) is performed by, and at the expense of, the developer. The developer covers all of the costs for the mitigation work.  The City does not have record of what these costs have been.    

The single exception was for one project by the University of Michigan, where the University contributed funds to the City to cover the costs of the FDDs for its required offset mitigation.  The contributed amount was $1,405,600.
