The attached document was prepared by the technical team (the City and OHM) to help the CAC during their exploration and brainstorming of alternatives. The document outlines the technical team’s opinion of the likely feasibility and effectiveness of the alternatives presented at the February 13 CAC meeting, based on our knowledge of the City’s system and these alternatives. This document speaks only to the team’s opinion on feasibility and effectiveness based on what we know now. This opinion may change, as we proceed with the study. All options are still on the table. We thought getting the technical team’s input at this stage would be valuable and helpful for the CAC to focus the brainstorming session tomorrow night. At the meeting, we could review the basis of the categorization in the document, and even change the categories and add to the document based on what is discussed and new ideas explored. I will bring several copies to the meeting.
This document does not include items like cost effectiveness or community values. Those items require the risk evaluation, capacity assessment, alternative analysis, and CAC deliberations, which are the next steps of the project.
