Manhole covers - do we need a study to justify allocation of resources to this?  Or is this a no-brainer?
DCIA Removal - do we ask Cresson what the City has done to identify these?  Who gets asked?

By the way, I think that doing some work on manhole covers is a "no-brainer." For example, plugging one of the two pick holes in each manhole may cost little, significantly reduce inleakage in the event of inundation, and not significantly increase sewer gas issues.  The "brainer" part comes from going beyond that: Where should more attention be devoted, etc?
In my view, this should be implemented in some form almost regardless of our other recommendations, since it seems like a cost effective way to reduce overall flows to the treatment plant.
For the numbers guys: "If 10000 dollars can remove 4 gpm of peak flow, how much flow would need to be removed to justify 100 dollars? Be sure to show your work to get full credit on this question." :-)
