What process did the city use to determine the four pre-qualified FDD
contractors? Or, put another way, how does a company become a
pre-qualified contractor for the city of Ann Arbor?

to several contractors.”
How many is several? Who were the contractors who received RFQ’s at
program initiation? How were the contractors who received the RFQ at
program initiation selected?
