Feedback Request on Forced Ranking Exercise

Please review the attached email interchange between Frank Burdick and me.  As Frank furnished it to several CAC members, I thought the rest of the CAC should see it as well.  If you have additional feedback on the Forced Ranking exercise, I would appreciate you sharing it.

Perhaps some might prefer calling it a vitality curve or a forced distribution. It doesn't matter. It is what Jack Welch used at General Electric to rank workers from the best to the worst. It was "a workforce-management tool based on the premise that in order to develop and thrive, a corporation must identify its best and worst performers, then nurture the former and rehabilitate and/or discard the latter.." This was also used at Ford until 2001, when the hated Nasser was fired.
It appears to me that Charlie wants us to begin to rank some of the different proposals so we can only spend time on the more promising ones. For example, If one idea were to have trucks carry excess sewage away, this would get ranked very low and be discarded. I will now leave this "thread" and go to the actual "vitality curve" or forced ranking to see what should stay and what should get removed, if this is indeed what Charlie is proposing.
