Draft #2 FDD Mitigation Subcommittee Report Out

Greetings,

Please find attached an updated draft of the FDD Mitigation Subcommittee Report. It now includes City Staff comments and their position on the Back Up, Damage Claims, and Homeowner Compensation proposals.

This is the document we will be discussing tomorrow night.

Charlie,
Sorry for the late notice, but I won’t be able to make the meeting tomorrow, 9/10/14. Houghton I was superwoman, discovered I am not!
I reviewed the FDD Subcommittee Report. I have no concerns with the recommendations, other than cost (how does the city fund). I think it is unfortunate that the city has already declared they can’t support any of the recommendations. It seems that if the city is revising the program going forward (assuming any further mandatory FDD’s are done), those who have already had a mandatory FDD should get the same considerations to that new standard.
Look forward to the meeting minutes. I plan to attend the 9/17 public meeting.

Who on the City Staff wrote the comments on this Draft Report? I would like to address them directly. 

Regarding Beverly's comment as to the cost:  I supported (as did others) the mitigation work on "out-of spec" FDDs being  the responsibility of the original engineering firm (CDM) and whatever contractors performed the work. There is no way that I would support the taxpayers (through the Sanitary Sewer Fund) paying for the mistakes of those who did the work originally.

Regarding the authors of the City Staff comments in the Draft Report, Cresson and Nick participated in the authoring process and will be at the meeting tonight to respond to CAC questions.  In addition, Anne and Troy, who also participated in the authoring process, may be in attendance.

Regarding Beverly's comment on who is responsible for paying for corrections of out of spec installations,  I wrote the the Implicit Value to reflect my understanding of the subcommittee opinion:

"First, liable contractors and then second, all system users should pay for correcting property owner problems, including out of specification installations, that resulted from the FDD program."

This statement will be discussed and modified as needed by the CAC tonight.

Charlie--can you clarify your suggestion that the committee might want to make an alternate proposal to council that would be more palatable?

Peter - I agree with you re. the meeting.  I was a good one and I appreciated the energetic discussion.
