Please find attached a draft meeting summary and final recommendation worksheet.  Regarding the worksheet, please note:

1.  It attempts to summarize CAC comments/concerns.
2.  It changes the language about FDD as a Program Tool (C2) to read: Modify to Voluntarily with Changes that Align with Best Practices - as we don't yet have the language to describe in detail these concepts:  "incentivize, ruggedize, robust."
3.  Regarding the Rate Study, please note the City has talked with a rate consultant with Michigan expertise and he confirmed that the concept of having a varying rate structure is likely consistent with cost of service principles and therefore appropriate and defensible.

On a final note, we are scheduling an informal informational meeting on Monday, November 10 from 6:00 pm to 8:00 pm at Slauson Media Center.  Nick, Cresson, and I will be there to respond to detailed questions about the final recommendation/executive summary.  We are hoping that many of you will be able to come to get any final questions answered prior to our concluding meeting on the 12th.

Were the CAC members polled to check availability to attend a meeting on Monday November 10? I am working at that time and cannot be there. I'd like to know who is able and planning to attend.

We have not typically polled the group re. optional meetings; however, that said, would you like to attend one, and would other members as well?  Please let me know and I will work with the City and try to find another alternative.
